In 2014, the California legislature passed the Sustainable Groundwater Managemen


In 2014, the California legislature passed the Sustainable Groundwater Management Act (SGMA). The purpose of the act is to limit groundwater overdraft, thereby ensuring that groundwater resources will be available for future users. Limiting overdraft means: i) reducing average extraction to the level of long-term safe yield ii) potentially limiting the ability of users to extract above-average amounts in dry years. Using models developed in class, describe the potential impacts of SGMA on agricultural and urban water users (e.g., water use, technology adoption, conservation and rationing, etc.). How would you characterize the costs and benefits of the legislation? What additional interventions might mitigate the costs of SGMA?
